1 经销商仓库现场规范指引

1.1 分区储存管理

1.1.1 按存货状态分为完好产品区、破损产品区。具体而言,库内大部分区域用来存放完好产品(含待检产品),可不必做专门区域标识。对于破损产品区,须有明确的区域标识。 1.1.2 区域内产品按品种、规格、批号分类存放,不同品种、规格、批号之间作区分标识。 1.1.3 相互有影响的产品不得混放,如洗洁精不得与洗衣粉混放,香皂不得与洗衣皂混放、消杀类不得与牙膏混放。 1.1.4 按利用率高、存取方便的原则,合理安排库位。

1.1.5 根据货物进出库和装卸作业的需要进行作业通道的划分:

1.1.5.1 主通道一般宽2-2.5米,为正对库门位置和仓库中线位置;

1.1.5.2 根据储存货物批量的大小确定支通道。支通道宽1.5-1.8米。划分支通道的原则是,货物批量越大,支通道越少,反之,货物批量越小,支通道则相应增加,即要方便作业,又要考虑提高仓库利用率; 1.1.5.3 通道宽度需满足装卸工具、货物的进出和人员通过的需要。

1.1.6 必须存放在库内的工具、设备、设施,应根据仓库区位的划分选择合适的位置并进行明确标识,如清洁工具存放区,装卸工具存放区等。 1.1.7 用黄色或红色的油漆划出所有的区域。划线应清晰、牢固,不易脱落。划线的宽度为5-8CM。 1.2 堆放管理

1.2.1 所有库存货物必须堆放在规定的区域内,做到“两齐”,即库容齐、码放齐。 1.2.2 所有库存货物禁止直接接触地面,原则上需堆放在专用卡板上(标准卡板为1.2*1.0m,完好、无污染、无虫蛀。),无卡板可由纸皮等防潮、防污物品代替。 1.2.3 货物堆放时,货物堆码时必须采用横直交错的星位堆码方式,保证货物堆码稳固。 1.2.4 产品码放高度以不影响最低层产品外箱及产品受损或变形为原则,最高不超过外箱标识的限高高度。码放在卡板上的产品如有超板,卡板两边累计超板≤6CM。 1.2.5 所有箱装产品须按外箱标识“↑”堆放,不得将纸箱倒放或侧放。不得抛掷产品,不得踩踏或坐在产品上,不得在产品上乱涂乱画。 1.2.6 处于开放或半开放状态的散件货品在非装货作业期间,应用纸箱装好,盖好防尘,不能裸露存放。 1.2.7 产品存放安全五距:墙距≥30CM;柱距≥20CM;顶距≥50CM;灯距≥50CM;货距≥10CM。

2 经销商仓库卫生规范

2.1 每天需对仓库内当天有进出的货物进行整理,堆放整齐,按“5S”管理要求对产品及仓库进行维护。 2.2 仓管员需对作业现场产生的纸皮、纸屑、闲置卡板或其它杂物及时进行清理,并对仓库进行定期清扫,以使仓库环境和货物保持清洁: 2.2.1 每天一小扫,包括清扫仓库地面的垃圾、杂物以及货堆、消防栓及灭火器上的灰尘等; 2.2.2 每周一中扫,包括使用扫把与地拖对地面进行彻底清洁以及清除墙角和窗户上的蜘蛛网等: 2.2.3 每月一大扫,除中扫的内容外,还包括清洁仓库的门、窗、周边管道及库内其他固定的设备、设施; 2.2.4 应在仓库区域外设置垃圾箱,用于收集作业过程中产生的废物和清扫的垃圾,垃圾箱应每天清理,保持清洁; 2.2.5 不清洁的物品进入仓库区域前必须清洁干净,清洁工作不允许在仓库区域内进行; 2.2.6 仓库管理人员应每天入库巡查各区域的清洁工作,发现不符合要求的情况立即纠正并记录。 2.2.7 如仓库内必须存放有毒有害,易燃易爆等危险性物料,以及其它有粉尘,刺激性气味,或污染性的货物,必须与其它产品隔离,并有专人管理。 2.2.8 仓库管理人员定期检查地面、墙面、天花板等基础设施,发现损坏、渗漏等异常情况及时通知进行检修,并跟踪落实。

3 经销商仓库的可视化管理

3.1 仓库管理人员根据仓库的规划绘制仓库平面图:

3.1.1 仓库平面图应标明:主通道、支通道、各区域的位置、工具存放区、温湿度计的位置、灭火器等仓库设施的位置。 3.1.2 仓库平面图应张贴于仓库门口或其它醒目的地方,并保存于办公室文件夹中。 3.1.3 在仓库区域划分、工具、设施、设备等的位置发生变更时,仓库主管应立即更新仓库平面图,以反映最新的变化。 3.2 在办公室醒目处张贴仓库管理规程及相关管理制度,并及时更新。 3.3 在办公室开单处和装卸现场张贴投诉电话、紧急联络电话及相关知会。

3.4 每批货物必须悬挂物料卡与对应的质量状态牌(红牌代表不合格、黄牌代表待检、绿牌代表合格)。 3.5 物料卡上必须详细登记产品编码、品种规格、生产日期及收发日期、收发数量等收发记录,并给出结存数量,做到卡、物一致。 3.6 物料卡与质量状态牌悬挂于每批货物面向通道方向的右手边第一列第一排产品上,高度在常人水平视线处,以美观,查看、取用方便为原则。 3.7 悬挂物料卡与质量状态牌时,不得破坏产品外包装或探入纸箱内。

第二章、标杆仓库的质量管理准则

1 储运环节质量维护规则

1.1 产品的码放

1.1.1 仓储堆垛时,需注意防潮,产品要垫离地面10cm以上(如条件不许可,则地面需垫有效防潮物料),码放产品要与墙相离20cm以上(如属消防通道,则需按相关消防要求执行)。

1.1.2 消杀类产品不得与洗洁精类、个人护理类、香皂类等产品混放。

1.1.3 纸箱装成品严格按外包装纸箱标示码放层数及码放方向进行堆放,不得将纸箱倒放或侧放,不得超高码放。 1.1.4 成品堆放高度及堆垛型式具体可参照附表一进行码放。 1.2 产品的储存环境

1.2.1 仓库应干燥、通风、避免阳光照射及雨水淋湿,注意防潮、防霉、防虫、防鼠。 1.2.2 仓库应具有相应的消防设施及防盗设施。严禁将公司产品在无防护设施的露天进行存放。 1.2.3 各成品仓库内严禁吸烟,严禁非相关工作人员随便出入。 1.2.4 液洗类、皂类产品和特殊环境下的储存要求具体请见第4部分。 1.3 产品的装车

1.3.1 仓库仓管员负责按产品的结构、特性及外包装等特点组织搬运,防止产品在搬运过程中损坏。 1.3.2 搬运工利用手动叉车、板车或机动叉车在仓库拉运货物装车时,无超速、超载、歪斜坠落、碾压、刮破、冲撞等现象,防止损坏库内货物及正在进仓的货物 1.3.3 产品装车时,搬运工应轻拿轻放,严禁出现抛、掷、踩、踏等野蛮装卸行为,并随时对产品外包装的外观进行检查,发现异常时应立即向仓管员反馈,并将其挑出,不得将破损产品装入车内。 1.3.4 产品装车时,如需站立在产品上面,则需在产品上垫隔板以减缓搬运时的冲击力。 1.3.5 产品装车时,货物摆放顺序应遵照从里到外、从底向上、下重上轻的原则。 1.3.6 若是摆放同一类产品,则按顺序把货摆整齐,确保外包装不变形,无破损。 1.3.7 若是产品混放,则先把纸箱类产品放在最里面的位置,然后再放编织袋产品,编织袋产品在堆放时,大规格产品摆在上面,小规格产品摆在下面;纸箱类产品在堆放时,应按下重上轻的原则,即先摆放重量大的产品,然后再放重量稍轻的产品,最后再放重量最轻的产品(如牙膏等放在最上面)。 1.3.8 产品的堆放高度或堆放层数不得超出其限定高度或限定层数,各仓库仓管员要根据产品重量实际情况进行把控,,但需确保车辆顶层产品离地面高度不得超过4.2米,需确保产品不被压坏。 1.3.9 搬运工按照装货的操作规范码放货物,车底不平的在车厢底板上摆放纸板,码放齐整紧实,无歪斜,不超高。 1.4 产品的卸车

1.4.1 运输产品到货后,仓库管理人员需询问司机该批货物在运输途中是否发生过倾斜、磕碰、被盗等现象,具备铅封的,检查集装箱的铅封是否完好、单据上注明的封号是否与实际铅封相符、防雨布是否有破损现象,初步确认货物在途的状况;对于存在异常因素的货物要在标识牌上备注后并由司机签名确认,方可组织搬运工开始卸车.1.4.2 搬运工按照仓库管理人员指定的位置码放货物,并在地面摆放垫板或纸板。产品卸车时严禁出现抛、掷、踩、踏等野蛮卸车行为。严禁将产品直接抛掷到地上。 1.4.3 在卸车过程中,仓库管理人员、司机需检查产品外包装封箱胶、打包带是否完好,产品是否有挤压变形、破损、短缺、受污染。如有上述现象,对存在缺陷的产品可先收货,挂红牌标识区分摆放.将缺陷数量报物流管理部,由物流管理部负责向运输商索赔。由公司仓库运到经销商处出现的破损,经销商应及时反馈到物流管理部,并由物流管理部负责处理索赔。

1.4.4 搬运工在利用手动叉车、板车或机动叉车搬运货物时,无超速、超载、歪斜坠落、碾压、刮破、冲撞等使在库及正在出库的货物无品质劣化的现象。 1.4.5 搬运工须将货物按照规定要求码高,码放齐整,无歪斜。

1.4.6 仓库管理人员在进仓收货完毕后,应及时安排整理仓库现场,做到货品摆放整齐、美观、清爽、洁净。 1.4.7 仓库管理人员在货物进仓的过程中,不定时的抽查货物的外观质量、搬运摆放、通道的现状是否符合我司要求;对于存在的问题及时进行整改并记录在案,并向上级反馈处理。 1.5 车辆的要求

1.5.1 运输用的货车应能正常使用,车厢内无垃圾、积水、油污、车体无尖锐物;车箱应无生锈现象。 1.5.2 若为集装箱车,车门应能锁紧,车箱无漏洞,具备防雨作用。 1.5.3 若为有篷车,车篷应完整无漏洞,可遮盖车体。

1.5.4 我司仓管员在车辆到位后,检查集装箱是否完好、防雨布是否有破损,车厢内是否有异物,对于车况严重不良的拒绝装车并知会调运员重新调车;对于存在轻微问题的要督促司机采取措施整改并检查、落实。 1.5.5 冬季北方严寒地区运输车辆要求需符合公司相关规定,具体请见第3部分。 1.6 装车前后的整理要求

1.6.1 装车前,如车箱内有垃圾,需清扫干净后再进行装车。

1.6.2 若为有篷车,货物堆放完毕,应用绳子把货物固定,在绳子与货物接触的地方垫上薄木板或竹板,以防绳子把箱体勒坏,并拉上车篷,盖严,确保车箱四周无缝隙。 1.6.3 若为集装箱车,货物堆放完毕,关上车门,锁紧,确保不会在运输途中掉货。 1.6.4 仓库仓管员应对整理好后装车状况进行检查,如发现有超高码放、侧放、倒放等不合格现象,需通知搬运重新整理,并且需检查合格后方可发车。

2 各经销商仓库更换外包装的操作要求:

2.1 经销商在条件许可的情况下,须及时对外包装破损、变形、脏污产品进行更换外包装处理,这样减少了自身财产损失,同时也减缓了仓储压力,但因在以入更换外包装过程中存在操作不规范的现象,从而导致出现了产品少装或错装等异常现象的发生,所以需对其操作进行规范。 2.2 更换产品外包装适用范围

2.2.1 因产品在运输、装卸、储存过程中导致外包装变形、脏污、破损但内包装完好的产品,经销商可按现有外包装申请流程进行更换外包装处理。 2.2.2 因产品在运输、装卸、储存过程中导致内、外包装脏污、破损、漏液或漏粉产品,经销商不得自行进行组装或更换外包装处理,需按经销商质量反馈流程进行操作。 2.3 更换粉类编织袋操作要求

2.3.1 经销商在更换编织袋时,需按一对一的方式进行更换,并按原产品装袋方式进行装袋,装袋时如发现内包装袋有脏污现象的需擦拭干净,并需将原编织袋中的合格证放入编织袋的任一侧面,然后再进行缝袋。更换编织袋后需确保产品不出现少装、错装和漏放合格证的现象,需确保产品内外标识一致。

2.3.2 经销商在更换编织袋时,需在其编织袋背面用黑色油性笔写上标识,以便区分。 2.4 更换纸箱操作要求

2.4.1 经销商在更换纸箱时,需按一对一的方式进行更换,并按原产品装箱方式进行装箱,装箱时如发现内包装有脏污现象的需擦拭干净,装箱完毕后需用 “专用封箱胶”进行封箱,并需在纸箱摇盖上补盖与原包装相应的临时标识。更换外包装后需确保产品不出现少装、错装的现象,需确保产品内外标识一致。 2.4.2 经销商过去在更换纸箱后没有加盖产品生产批号,这样存在内外生产批号标识不一致的现象及存在被执法部门查处的风险。后续经销商在更换纸箱后需在更换纸箱上加盖原纸箱产品生产批号。 2.5 更换外包装其它操作要求

2.5.1 经销商在更换纸箱后,需由仓库责任人确认后方可发货。

2.5.2 经销商在更换纸箱时,需加强现场的管理,同时需将更换外包装产品按不同品种、不同规格分区域摆放,从而防止出现错装现象。 2.5.3 经销商每月需对更换纸箱数量、品种、更换时间、更换人及发货去向进行记录并反馈到销售总公司及集团质量管理部,以便进行追溯。后续市场上如有此类市场投诉,其相关损失费用应由相关责任人或责任单位承担。

3 严寒环境下的产品储运管理操作要求:

3.1 在严寒环境下,如不采取有效防护措施,将会对公司皂类、液洗类产品质量带来严重影响。 3.2 严寒环境下对产品造成的影响:

3.2.1 皂类产品冬季储存特点:皂体在零下5℃以下会被冻伤变白,而且不能恢复原状,严重影响产品外观及使用性能。 3.2.2 洗洁精类产品冬季储存特点:5℃以下产品内容物会变浑浊,严重影响产品外观。 3.2.3 柔顺剂经过冻融后产品粘度会先变大,继而变得非常稀,影响消费者的感观。 3.2.4 严寒环境下粉类产品胶袋柔韧性强度有所下降,袋变脆,较易破裂。 3.3 柔顺剂类、洗洁精类、皂类产品冬季储运实施要求

3.3.1 柔顺剂类、洗洁精类、皂类产品冬季仓储要求:

3.3.1.1 如仓储环境气温为0~5℃时,则半成品、成品仓库必需采取必要的防风保暖措施(如采用塑料布遮盖等方式防风保暖)。 3.3.1.2 如仓储环境气温为-5~0℃时,则半成品、成品仓库必需采取必要的防寒保暖措施(如采用专用棉被遮盖等方式防寒保暖)。 3.3.1.3 如仓储环境气温≤-5℃以下时,则半成品、成品仓库必需采用暖气保暖措施。

3.3.2 柔顺剂类、洗洁精类、皂类产品冬季运输要求:

3.3.2.1 如运输环境气温为0~5℃时,则运输工具必须采用集装箱类型车辆运输并需采取防风保暖措施。 3.3.2.2 如运输环境气温为-5~0℃时,则运输工具必须采用集装箱类型车辆运输并需采取防寒保暖措施。

3.3.2.2.1 先用防寒棉被铺垫车厢厢底。 3.3.2.2.2 在装货过程中不断将防寒棉被在车箱内则四周围上。 3.3.2.2.3 装车完毕之后必需在车门处用防寒棉被遮盖保暖。 3.3.2.3 如运输环境气温≤-5℃时,则运输工具必须采用保暖车进行运输。

3.3.3 其它液洗类产品冬季储运要求可参照以上方法执行,同时需确保此类产品在严寒环境下储运不被冻坏。 3.3.4 严寒季节,公司物流管理部需特别加强北方地区产品铁路、水路运输的防护措施,需及时将运抵到火车站或船运货场的产品运输到公司仓库或经销商仓库存放,避免公司产品在火车站货场或船运码头长时间存放而被冻坏。 3.3.5 其它要求需符合产品储运环节质量维护规则。 3.4 粉类产品冬季储运要求。

3.4.1 冬季粉类产品装卸时严禁抛、掷等野蛮装卸行为,严禁将粉类产品直接从车上推、拉到地上。冬季粉类产品运输或储存时严禁超高码放(运输时码放高度离地面高度不超过4.2米,储存时码放高度不得超过标识码放高度)。 3.4.2 其它要求需符合产品储运环节质量维护规则。

4 气雾剂、花露水、蚊香等敏感产品相关储运要求:

4.1 公司气雾剂、花露水、蚊香等产品在装卸、运输、储存过程中需特别引起关注(以上需特别引起关注的产品下文简称‘敏感产品’),为确保公司产品储运环节的安全,现对公司敏感产品的储运管理特作如下要求: 4.2 仓储要求

4.2.1 仓库应阴凉、通风、干燥。

4.2.2 公司敏感产品储存时应远离热源、火种,并防止日光曝晒、受热,仓库内严禁吸烟。 4.2.3 公司敏感产品储存区域照明应采用防爆照明灯。

4.2.4 公司仓库必需具有符合国家相关规定的消防设施和器材。

4.2.5 夏天高温季节,仓管员应及时检查敏感产品的外观质量状况,如发现有漏液现象时应及时隔离并反馈处理。 4.3 装卸、运输要求

4.3.1 装卸敏感产品时必须轻装轻卸,严禁碰撞、抛掷。

4.3.2 敏感产品在装车时,需将漏液产品挑出,严禁将漏液产品进行装车运输。 4.3.3 公司产品在装卸过程中严禁有吸烟现象的发生,仓管管理人员需全过程中对此要求进行监控。 4.3.4 装车完毕,需经仓管员检查确认无火险隐患后方可发车放行。

4.3.5 夏天高温季节,公司敏感产品在运输过程中,如属集装箱车辆,需确保车箱内气温不超过50℃,如属敞口车,需采取有效的防护措施,避免运输途中被人为的在车箱内扔下烟头等火种,同时需严禁车辆在中途休整时停在室外进行长时间曝晒。 4.3.6 夏天高温季节,经销商物流配送人员需特别加强敏感产品铁路、水路运输的防护措施,并及时将运抵到各货场的敏感产品运输到各相关仓库或客户存放,避免公司敏感产品在火车站货场或船运码头进行长时间曝晒。 4.3.7 运输公司产品车辆需备有相应的消防器材。 5 经销商仓管员质量维护职责

5.1 仓管员应随时检查仓库墙面、屋顶渗漏状况,如有渗漏应及时反馈处理。并请特别加强梅雨季节的此项检查工作。

5.1.1 仓管员须每天对仓库进行清扫,采取防尘措施,并及时清除仓库内的潮湿杂物。 5.1.2 仓管员应随时了解产品库存产品外观质量状况,如发现纸箱装产品因受潮而导致严重变形时,仓管员应及时组织进行重新堆垛,检查其内容物有无破损及变形,并根据实际情况可适当减少码堆层数,同时将异常信息及时反馈到集团质量管理部。 5.1.3 仓管员须按“先进先出”的原则进行发货,如有特殊要求的需按相关文件要求执行。 5.1.4 产品装车时,仓管员须严格检查车辆防雨及卫生状况并监督搬运工是否按要求进行装车并严禁超高码放。 5.1.5 产品卸车时,仓管员需检查产品是否有破损,是否有被盗现象的发生,并同时需对相关产品进行开箱抽查。 5.1.6 仓管员需对入库的产品品种、数量、状态、生产批号等信息进行挂牌标识。 5.1.7 仓管员于日发货结束后,需进行安全检查,并关灯、锁闭仓库门窗。

5.1.8 各仓库需禁止搬运工等闲杂人员长时间逗留在仓库,同时仓管员需作好搬运工每天的出入记录。 5.1.9 仓管员需对公司封箱胶及物流专用封箱胶进行妥善保管,禁止搬运工封箱胶或透明出入仓库。 5.1.10 各成品仓库及产品装卸车时应严禁有吸烟现象的发生,仓管员应现场监督落实。 5.1.11 仓管员其它质量维护职责需符合以上质量维护规则之规定。

进入21世纪,我国的外贸迅猛发展。“十五”期间我国对外贸年均增长24.6%,远高于同期世界贸易和我国GDP增长速度,2005年我国进出口总值达到14221亿美元,外贸规模全球排名第三。中国对外贸易极大提升中国经济实力和综合国力,为中国融入经济全球化,产业升级起到不可估量作用。与此同时,“中国制造”产品在很多国家成了中低档产品的代名词,国际上,遭遇各种贸易壁垒,反倾销,贸易纠纷不断。国内方面,资源消耗比重过高,能源紧缺。而实际上,中国贸易利益有限,出现了“中国制造”的尴尬:8亿件衬衫才换回一架波音,而且“顺差在中国,利润在欧美”。究其原因,中国外贸主要依靠出口规模和数量为主,外贸竞争力仅体现在以劳动密集型和资源密集型的粗放型产品上。在以后较长时间内,如何从贸易大国走向贸易强国,提升外贸竞争力,是中国对外贸易的主要任务。在中国外贸大背景下:相比国内其他城市,宁波外贸竞争力较强。充分发挥比较优势,在很多劳动密集型产业和部分资本技术密集型产业劳动密集的生产制造环节取得了竞争优势,如纺织服装、轻工文具和小家电,汽车配件等。在附加值较高的设计和流通环节,高新技术、品牌竞争力还处于劣势。

2 宁波现今面临的难题和破解

经历了多年的快速增长,宁波开放型经济取得了令人瞩目的成就,2011年地区进出口顺差占全国的15%,整个地区经济增长对外贸的依存度高达105%。欧债危机爆发后,一般日用品、造船和光伏等行业受到了全面的冲击。受此影响,2012年一季度,宁波出口同比增长仅4.8%。如何有效应对这一个困难局面,成为当前全市经济领域共同的一个课题。

2.1难题破解:银企携手推动融资创新

针对当前外贸企业收汇少、融资难的现状,作为“中小企业外汇金融服务年”活动的第二期主题,4月27日下午,外汇局宁波市分局联合市外经贸局,在宁波国际会展中心举办了“百家成长型外贸企业专场活动”,专门为我市120余家成长型外贸企业提供融资对接,并在现场达成16亿元人民币的融资意向。本次百家成长型企业专场活动,标志着宁波市“百家成长型外贸企业帮扶计划”进入实质性实施阶段,也成为我市外汇金融和外贸管理领域密

切合作、共同助推涉外经济发展的一个新的里程碑。

银行、保险合作共赢,创新性产品支持外贸企业开拓新市场。在传统市场出口前景不乐观的情况下,东欧、中东等出口市场却仍然保持了强劲的增长势头。但是由于上述市场属于高风险地区,很多企业面对订单却不敢接单。在外汇局的大力支持下,我市银行进行了大胆的创新,主动与保险公司对接,对买入的出口应收账款投保出口信用保险,并在此前提下对企业发放出口贸易融资。这种做法有效分摊了风险,增强了出口企业的风险管理和融资能力,为涉外企业开拓东欧、拉美、非洲等地区及广大新兴市场提供了强有力的金融支持。目前,我市已有多家企业通过上述方式得到融资。亿元人民币的专项融资配套,可以基本满足126家成长性外贸企业的资金需求,必将成为我市外贸企业攻坚克难最强有力的资金支持。随着中小企业外汇金融服务年活动的不断推进,外汇局宁波市分局还将围绕汇率、大宗商品交易、小微企业等,开展各具特色的主题活动。

2.2扶危济困:银行与企业共克时艰

2012年一季度浙江宁波外贸外经低速增长一季度,浙江省宁波市外贸进出口总额222.9亿美元,同比增长1.9%,增速比1-2月回升2.5个百分点。其中出口133.0亿美元,增长4.8%;进口89.8亿美元,下降2.1%。

黄岩岛问题对宁波外贸对影响

对宁波今年前4个月分析,宁波口岸对菲律宾进出口总额累计为3.1亿美元,同比增长
