审题分析：
这是当下争议很大的一个问题，正反双方的论点论据应该不难理解。关键是如何讲清楚自己的观点。可以按照传统的三段式，把提纲中的内容翻译成一小段文字，再拓展一两句。文章可以分成三段，也可以把两种论点放在一段中。最后再提出自己的观点。
段落构思：
第1段：绿色环保是指零排放，不会造成环境污染；方便快捷是指电动车速度够快，停车不需要停车位。
第2段：电动车不安全，主要是和交通管理空白有关，很多骑车的人自认为电动车不是机动车，不需要严格遵守交通法规，所以喜欢闯红灯，以致引发很多交通事故。
第3段：最后提出自己的观点。电动车应该推广，但是骑车的人应该遵守交通规则。

Concerning promotion of electric bikes (什么问题), people have two opposite views.Some think we should promote E-bikes (正方观点), but others think we should not（反方观点）.
According to those who agree with promotion of E-bikes (正方), driving cars increases the amount of carbon dioxide, worsening global warming (理由1).In addition, E-bikes are more convient, especially in downtown areas, where people are often caught in traffic jams (理由2).
As to those who disagree (反方), they are concerned about the safety problems.They point out the fact that there are so many E-bikes on the street that it is impoible to supervise all of them.Therefore, many E-bike riders don’t obey traffic rules and go through red lights at will, which has resulted in mumerous traffic accidents (理由).
In my opinion, E-bikes should be promoted but E-bike riders should be educated (自己的观点).There should be strict enforcement of traffic regulations and severe punishment must be imposed on those law-breakers, only in this way can E-bikes benefit our lives, rather than harm ourselves (理由).
