It is such an honor and pleasure for me to be back at Yale, especially on the occasion of the 300th anniversary.I have had so many memories of my time here, and as Nick was speaking I thought about how I ended up at Yale Law School.And it tells a little bit about how much progre we’ve made.

What I think most about when I think of Yale is not just the politically charged atmosphere and not even just the superb legal education that I received.It was at Yale that I began work that has been at the core of what I have cared about ever since.I began working with New Haven legal services representing children.And I studied child development, abuse and neglect at the Yale New Haven Hospital and the Child Study Center.I was lucky enough to receive a civil rights internship with Marian Wright Edelman at the Children’s Defense Fund, where I went to work after I graduated.Those experiences fueled in me a paion to work for the benefit of children, particularly the most vulnerable.

Now, looking back, there is no way that I could have predicted what path my life would have taken.I didn’t sit around the law school, saying, well, you know, I think I’ll graduate and then I’ll go to work at the Children’s Defense Fund, and then the impeachment inquiry, and Nixon retired or resigns, I’ll go to Arkansas.I didn’t think like that.I was taking each day at a time.

But, I’ve been very fortunate because I’ve always had an idea in my mind about what I thought was important and what gave my life meaning and purpose.A set of values and beliefs that have helped me navigate the shoals, the sometimes very treacherous sea, to illuminate my own true desires, despite that others say about what l should care about and believe in.A paion to succeed at what l thought was important and children have always provided that lone star, that guiding light.Because l have that absolute conviction that every child, especially in this, the most bleed of nations that has ever existed on the face of earth, that every child deserves the opportunity to live up to his or her God-given potential.

But you know that belief and conviction-it may make for a personal miion statement, but standing alone, not translated into action, it means very little to anyone else, particularly to those for whom you have those concerns.

When I was thinking about running for the United States Senate-which was such an enormous decision to make, one I never could have dreamed that I would have been making when I was here on campus-I visited a school in New York City and I met a young woman, who was a star athlete.

I was there because of Billy Jean King promoting an HBO special about women in sports called “Dare to compete.” It was about Title IX and how we finally, thanks to government action, provided opportunities to girls and women in sports.

And although I played not very well at intramural sports, I have always been a strong supporter of women in sports.And I was introduced by this young woman, and as I went to shake her hand she obviously had been reading the newspapers about people saying I should or shouldn’t run for the Senate.And I was congratulating her on the speech she had just made and she held onto my hand and she said, “Dare to compete, Mrs.Clinton.Dare to compete.”

I took that to heart because it is hard to compete sometimes, especially in public ways, when your failures are there for everyone to see and you don’t know what is going to happen from one day to the next.And yet so much of life, whether we like to accept it or not, is competing with ourselves to be the best we can be, being involved in claes or profeions or just life, where we know we are competing with others.

I took her advice and I did compete because I chose to do so.And the biggest choices that you’ll face in your life will be yours alone to make.I’m sure you’ll receive good advice.You’re got a great education to go back and reflect about what is right for you, but you eventually will have to choose and I hope that you will dare to compete.And by that I don’t mean the kind of cutthroat competition that is too often characterized by what is driving America today.I mean the small voice inside you that says to you, you can do it, you can take this risk, you can take this next step.

And it doesn’t mean that once having made that choice you will always succeed.In fact, you won’t.There are setbacks and you will experience difficult disappointments.You will be slowed down and sometimes the breath will just be knocked out of you.But if you carry with you the values and beliefs that you can make a difference in your own life, first and foremost, and then in the lives of others.You can get back up, you can keep going.

But it is also important, as I have found, not to take yourself too seriously, because after all, every one of us here today, none of us is deserving of full credit.I think every day of the bleings my birth gave me without any doing of my own.I chose neither my family nor my country, but they as much as anything I’ve ever done, determined my course. You compare my or your circumstances with those of the majority of people who’ve ever lived or who are living right now, they too often are born knowing too well what their futures will be.They lack the freedom to choose their life’s path.They’re imprisoned by circumstances of poverty and ignorance, bigotry, disease, hunger, oppreion and war.

So, dare to compete, yes, but maybe even more difficult, dare to care.Dare to care about people who need our help to succeed and fulfill their own lives.There are so many out there and sometimes all it takes is the simplest of gestures or helping hands and many of you understand that already.I know that the numbers of graduates in the last 20 years have worked in community organizations, have tutored, have committed themselves to religious activities.

You have been there trying to serve because you have believed both that it was the right thing to do and because it gave something back to you.You have dared to care.

Well, dare to care to fight for equal justice for all, for equal pay for women, against hate crimes and bigotry.Dare to care about public schools without qualified teachers or adequate resources.Dare to care about protecting our environment.Dare to care about the 10 million children in our country who lack health insurance.Dare to care about the one and a half million children who have a parent in jail.The seven million people who suffer from HIV/AIDS.And thank you for caring enough to demand that our nation do more to help those that are suffering throughout this world with HIV/AIDS, to prevent this pandemic from spreading even further.

And I’ll also add, dare enough to care about our political proce.You know, as I go and speak with students I’m impreed so much, not only in formal settings, on campuses, but with my daughter and her friends, about how much you care, about how willing you are to volunteer and serve.You may have mied the last wave of the dot.com revolution, but you’ve understood that the dot.community revolution is there for you every single day.And you’ve been willing to be part of remarking lives in our community.

And yet, there is a real resistance, a turning away from the political proce.I hope that some of you will be public servants and will even run for office yourself, not to win a position to make and impreion on your friends at your 20th reunion, but because you understand how important it is for each of us as citizens to make a commitment to our democracy.

Your generation, the first one born after the social upheavals of the 60’s and 70’s, in the midst of the technological advances of the 80’s and 90’s, are inheriting an economy, a society and a government that has yet to understand fully, or even come to grips with, our rapidly changing world.

And so bring your values and experiences and insights into politics.Dare to help make, not just a difference in politics, but create a different politics.Some have called you the generation of choice.You’ve been raised with multiple choice tests, multiple channels, multiple websites and multiple lifestyles.You’ve grown up choosing among alternatives that were either not imagined, created or available to people in prior generations.

You’ve been invested with far more personal power to customize your life, to make more free choices about how to live than was ever thought poible.And I think as I look at all the surveys and research that is done, your choices reflect not only freedom, but personal responsibility.

The social indicators, not the headlines, the social indicators tell a positive story: drug use and cheating and arrests being down, been pregnancy and suicides, drunk driving deaths being down.Community service and religious involvement being up.But if you look at the area of voting among 18 to 29 year olds, the numbers tell a far more troubling tale.Many of you I know believe that service and community volunteerism is a better way of solving the iues facing our country than political engagement, because you believe-choose one of the following multiples or choose them all-government either can’t understand or won’t make the right choices because of political preures, inefficiency, incompetence or big money influence.

Well, I admit there is enough truth in that critique to justify feeling disconnected and alienated.But at bottom, that’s a personal cop-out and a national peril.Political conditions maximize the conditions for individual opportunity and responsibility as well as community.Americorps and the Peace Corps exist because of political decisions.Our air, water, land and food will be clean and safe because of political choices.Our ability to cure disease or log onto the Internet have been advanced because of politically determined investments.Ethnic cleansing in Kosovo ended because of political leadership.Your parents and grandparents traveled here by means of government built and subsidized transportation systems.Many used GI Bills or government loans, as I did, to attend college.

Now, I could, as you might gue, go on and on, but the point is to remind us all that government is us and each generation has to stake its claim.And, as stakeholders, you will have to decide whether or not to make the choice to participate.It is hard and it is, bringing change in a democracy, particularly now.There’s so much about our modern times that conspire to lower our sights, to weaken our vision-as individuals and communities and even nations.

It is not the vast conspiracy you may have heard about; rather it’s a silent conspiracy of cynicism and indifference and alienation that we see every day, in our popular culture and in our prodigious consumerism.

But as many have said before and as Vaclav Havel has said to memorably, “It cannot suffice just to invent new machines, new regulations and new institutions.It is neceary to understand differently and more perfectly the true purpose of our existence on this Earth and of our deeds.” And I think we are called on to reject, in this time of bleings that we enjoy, those who will tear us apart and tear us down and instead to liberate our God-given spirit, by being willing to dare to dream of a better world.

During my campaign, when times were tough and days were long I used to think about the example of Harriet Tubman, a heroic New Yorker, a 19th century Moses, who risked her life to bring hundreds of slaves to freedom.She would say to those who she gathered up in the South where she kept going back year after year from the safety of Auburn, New York, that no matter what happens, they had to keep going.If they heard shouts behind them, they had to keep going.If they heard gunfire or dogs, they had to keep going to freedom.Well, those aren’t the risks we face.It is more the silence and apathy and indifference that dogs our heels.

Thirty-two years ago, I spoke at my own graduation from Wellesley, where I did call on my fellow clamates to reject the notion of limitations on our ability to effect change and instead to embrace the idea that the goal of education should be human liberation and the freedom to practice with all the skill of our being the art of making poible.

For after all, our fate is to be free.To choose competition over apathy, caring over indifference, vision over myopia, and love over hate.

Just as this is a special time in your lives, it is for me as well because my daughter will be graduating in four weeks, graduating also from a wonderful place with a great education and beginning a new life.And as I think about all the parents and grandparents who are out there, I have a sense of what their feeling.Their hearts are leaping with joy, but it’s hard to keep tears in check because the presence of our children at a time and place such as this is really a fulfillment of our own American dreams.Well, I applaud you and all of your love, commitment and hard work, just as I applaud your daughters and sons for theirs.

And I leave these graduates with the same meage I hope to leave with my graduate.Dare to compete.Dare to care.Dare to dream.Dare to love.Practice the art of making poible.And no matter what happens, even if you hear shouts behind, keep going.

last nine days, the people of Haiti and the people of the world have joined together to deal with a tragedy of staggering proportions.Our hemisphere has seen its share of hardship, but there are few precedents for the situation we\'re facing in Port-au-Prince.Communication networks have played a critical role in our response.In the hours after the quake, we worked with partners in the private sector to set up the text \"HAITI\" campaign so that mobile phone users in the United States could donate to relief efforts via text meage.That initiative has been a showcase for the generosity of the American people and it\'s raised over $25 million for recovery efforts.Information networks have also played a critical role on the ground.The technology community has set up interactive maps to help identify needs and target resources.And on Monday, a seven-year-old girl and two women were pulled from the rubble of a collapsed supermarket by an American search and rescue team after they sent a text meage calling for help.These examples are manifestations of a much broader phenomenon.The spread of information networks is forming a new nervous system for our planet.When something happens in Haiti or Hunan the rest of us learn about it in real timeor any of our childrenwho is thankfully no longer in prisonguiding us, galvanizing us, and enabling us to move forward in the face of uncertainty.As technology hurtles forward, we must think back to that legacy.We need to synchronize our technological progre with our principles.In accepting the Nobel Prize, President Obama spoke about the need to build a world in which peace rests on the \"inherent rights and dignity of every individual.\" And in my speech on human rights at Georgetown I talked about how we must find ways to make human rights a reality.Today, we find an urgent need to protect these freedoms on the digital frontiers of the 21st century.There are many other networks in the worldand created new targets for censorship.As I speak to you today, government censors are working furiously to erase my words from the records of history.But history itself has already condemned these tactics.Two months ago, I was in Germany to celebrate the 20th anniversary of the fall of the Berlin Wall.The leaders gathered at that ceremony paid tribute to the courageous men and women on the far side of that barrier who made the case against oppreion by circulating small pamphlets called samizdat.These leaflets questioned the claims and intentions of dictatorships in the Eastern Bloc, and many people paid dearly for distributing them.But their words helped pierce the concrete and concertina wire of the Iron Curtain.The Berlin Wall symbolized a world divided, and it defined an entire era.Today, remnants of that communication networks and connection technologies to achieve progre.But some will use global information networks for darker purposes.Violent extremists, criminal cartels, sexual predators, and authoritarian governments all seek to exploit global networks.Just as terrorists have taken advantage of the openne of our society to carry out their plots, violent extremists use the internet to radicalize and intimidate.As we work to advance these freedoms, we must also work against those who use communication networks as tools of disruption and fear.Governments and citizens must have confidence that the networks at the core of their national security and economic prosperity are safe and resilient.This is about more than petty hackers who deface websites.Our ability to bank online, use electronic commerce, and safeguard billions of dollars in intellectual property are all at stake if we cannot rely on the security of information networks.Disruptions in these systems demand a coordinated response by governments, the private sector, and the international community.We need more tools to help law enforcement agencies cooperate acro jurisdictions when criminal hackers and organized crime syndicates attack networks for financial gain.The same is true when social ills such as child pornography and the exploitation of trafficked women and girls migrate online.We applaud efforts such as the Council on Europe\'s Convention on Cybercrime that facilitate international cooperation in prosecuting such offenses.We have taken steps as a government, and as a Department, to find diplomatic solutions to strengthen global cyber security.Over a half-dozen different Bureaus have joined together to work on this iue, and two years ago we created an office to coordinate foreign policy in cyberspace.We have worked to addre this challenge at the UN and other multilateral forums and put cyber-security on the world\'s agenda.And President Obama has appointed a new national cyberspace policy coordinator who will help us work even more closely to ensure that our networks stay free, secure, and reliable.States, terrorists, and those who would act as their proxies must know that the United States will protect our networks.Those who disrupt the free flow of information in our society, or any other, pose a threat to our economy, our government and our civil society.Countries or individuals that engage in cyber attacks should face consequences and international condemnation.In an interconnected world, an attack on one nation\'s networks can be an attack on all.By reinforcing that meage, we can create norms of behavior among states and encourage respect for the global networked commons.THE FREEDOM TO CONNECT The final freedom I want to addre today flows from the four I\'ve already mentioned: the freedom to connectand a cureall good things.However, right now, mobile application developers have no financial incentive to pursue that project on their own and the State Department lacks a mechanism to make it happen.This initiative should help resolve that problem, and provide long-term dividends from modest investments in innovation.We\'re going to work with experts to find the best structure for this venture, and we\'ll need the talent and resources of technology companies and non-profit organizations in order to get the best results.So for those of you in this room, consider yourselves invited.In the meantime, there are companies, individuals, and institutions working on ideas and applications that could advance our diplomatic and development objectives.And the State Department will be launching an innovation competition to give this work an immediate boost.We\'ll be asking Americans to send us their best ideas for applications and technologies that help to break down language barriers, overcome illiteracy, and connect people to the services and information they need.Microsoft, for example, has already developed a prototype for a digital doctor that could help provide medical care in isolated rural communities.We want to see more ideas like that.And we\'ll work with the winners of the competition and provide grant to help build their ideas to scale.PRIVATE SECTOR AND FOREIGN GOVERNMENT RESPONSIBILITY As we work together with the private sector and foreign governments to deploy the tools of 21st century statecraft, we need to remember our shared responsibility to safeguard the freedoms I\'ve talked about today.We feel strongly that principles like information freedom aren\'t just good policy, they\'re good busine for all involved.To use market terminology, a publicly-listed company in Tunisia or Vietnam that operates in an environment of censorship will always trade at a discount relative to an identical firm in a free society.If corporate decision makers don\'t have acce to global sources of news and information, investors will have le confidence in their decisions.Countries that censor news and information must recognize that, from an economic standpoint, there is no distinction between censoring political speech and commercial speech.If businees in your nation are denied acce to either type of information, it will inevitably reduce growth.Increasingly, U.S.companies are making the iue of information freedom a greater consideration in their busine decisions.I hope that their competitors and foreign governments will pay close attention to this trend.The most recent example of Google\'s review of its busine operations in China has attracted a great deal of interest.We look to Chinese authorities to conduct a thorough investigation of the cyber intrusions that led Google to make this announcement.We also look for that investigation and its results to be transparent.The internet has already been a source of tremendous progre in China, and it\'s great that so many people there are now online.But countries that restrict free acce to information or violate the basic rights of internet users risk walling themselves off from the progre of the next century.The United States and China have different views on this iue.And we intend to addre those differences candidly and consistently.Ultimately, this iue isn\'t just about information freedom; it\'s about what kind of world we\'re going to inhabit.It\'s about whether we live on a planet with one internet, one global community, and a common body of knowledge that unites and benefits us all.Or a fragmented planet in which acce to information and opportunity is dependent on where you live and the whims of censors.Information freedom supports the peace and security that provide a foundation for global progre.Historically, asymmetrical acce to information is one of the leading causes of interstate conflict.When we face serious disputes or dangerous incidents, it\'s critical that people on both sides of the problem have acce to the same set of facts and opinions.As it stands, Americans can consider information presented by foreign governmentsa voluntary effort by technology companies who are working with non-governmental organization, academic experts, and social investment funds to respond to government requests for censorship.The Initiative goes beyond mere statements of principle and establishes mechanisms to promote real accountability and transparency.As part of our commitment to support responsible private sector engagement on information freedom, the State Department will be convening a high-level meeting next month co-chaired by Under Secretaries Robert Hormats and Maria Otero to bring together firms that provide network services for talks on internet freedom.We hope to work together to addre this challenge.CONCLUSION Pursuing the freedoms I\'ve talked about today is the right thing to do.But it\'s also the smart thing to do.By advancing this agenda, we align our principles, our economic goals, and our strategic priorities.We need to create a world in which acce to networks and information brings people closer together, and expands our definition of community.Given the magnitude of the challenges we\'re facing, we need people around the world to pool their knowledge and creativity to help rebuild the global economy, protect our environment, defeat violent extremism, and build a future in which every human being can realize their God-given potential.Let me close by asking you to remember the little girl who was pulled from the rubble on Monday in Port-au-Prince.She is alive, was reunited with her family, and will have the opportunity to help rebuild her nation because these networks took a voice that was buried and spread it to the world.No nation, group, or individual should stay buried in the rubble of oppreion.We cannot stand by while people are separated from our human family by walls of censorship.And we cannot be silent about these iues simply because we cannot hear their cries.Let us recommit ourselves to this cause.Let us make these technologies a force for real progre the world over.And let us go forward together to champion these freedoms.

就在今天我讲话的时候，政府审查者则正在拼命从历史纪录中抹去我的话。但是历史自身已经谴责了这些伎俩。两个月前我在德国庆祝柏林墙倒塌二十周年。聚集在那个仪式上的领袖们赞扬了曾经在屏障物的远端，透过传递被称为地下出版物的小册子为反对压迫做出榜样的勇敢的男女们。这些小册子质疑了东区的独裁者所宣称的动机，许多人因为散播它们而付出昂贵的代价。但是这些话穿透了铁幕的水泥墙和铁丝网。

柏林墙代表了一个分裂的世界，而它定义了整个时代。今天，这个墙的残存部分就保留在这个博物馆中——这才是属于它们的地方。我们时代的新的标志性基础设施是互联网。

它代表的是连接而不是分裂。但是即使网络在全球各国迅速扩张，虚拟的围墙也正在替代过去实体的围墙而被竖立起来。

一些国家建立了电子屏障，防止他们的人民接入到世界网络中。他们将搜索引擎返回的结果的中删去字句，名字和短语。他们侵犯了公民的隐私权，而这些人不过是发表了一些非暴力的政治性言论。这些行为和世界人权宣言相违背，这一宣言告诉我们所有人都有权“从任何媒介寻找、接受、传递不论国界的信息和思想。”随着这些限制性行为的扩张，一张新的信息铁幕正在把世界分离。越过这些屏障，录像和博客帖子正在成为我们这个时代新的地下出版物。

这种勇气正在重新定义技术可以怎样用来传播真理和暴露不公。

所有的社会都认识到言论自由有其边界。我们不会容忍那些向他人鼓吹暴力，如基地组织这些人——在此刻——正在用互联网来屠杀无辜人群。基于种族、性别、或性取向而将目标指向个人的仇恨性言论是应当受到指责的。很遗憾的事实是，这些问题也是这个国际化社区必须一起面对的与日俱增的挑战。那些用互联网来招募恐怖分子或散布窃取来的知识产权的行为离不开网络的匿名性。但是这些挑战不应该成为政府有系统的侵犯以互联网来实现和平的政治目标的人们的基本权益和隐私权的借口。

宗教自由

正如总统在开罗所说，“宗教自由是让人们可以共同生活的核心。”在我们寻找可以扩大对话的途径时，互联网可以提供不可估量的前景。我们已经开始让美国的学生和穆斯林社区的年轻人在世界范围内讨论全球性挑战。我们会继续用这一工具在信仰不同宗教的人群中鼓励探讨。

但是，有些国家，却利用互联网来搜寻和掐掉人们的信仰。去年在沙特阿拉伯，一人因为在博客上贴出了关于基督教的内容而被投入监狱。在哈佛的一项研究中发现，沙特政府屏蔽了许多关于印度教、犹太教、基督教，甚至伊斯兰教的网页。越南和中国等国采用了类似的方法来限制接触宗教信息。

正如技术不应该被用于惩罚和平的政治性演讲，它们也不应该被用于迫害和压制宗教少数团体。信者总是可以在更高层面上的网络中遨游。但是像互联网和社交网络这样的连接技术可以人们认为合适的方式来提升崇拜神的能力，让有相同信仰的人们聚集，从有其他信仰的人那里了解更多。我们必须努力推进线上宗教自由，就像我们在生活中所做的那样。

免于贫困的自由

当然，还有成千上万的人们的生活中还没有这些技术。在我们的世界，才华可以平等的传播，但是机会却不能。从过去的经验，我们知道，当人们不能接触到知识、市场、资金和机会的时候要提升社会和经济的发展常常力不从心，有时是徒劳无功。在这一点上，互联网也可以成为一个伟大的机会均分器。让人们能够接触到知识和潜在市场，网络可以创造出从无到有的机会。

去年，我亲眼目睹了一次。在肯尼亚，当农民开始使用移动银行技术，他们的收入增长了30%之多。在孟加拉，超过300,000的人通过手机注册学习英语。在非洲的撒哈拉，女性创业者用互联网获得小额贷款，与全球市场相连。这些进步的例子都可以被成千上万处于世界经济金字塔底部的人民拷贝。在许多情况下，互联网、手机和其他的互连技术可以做到绿色革命为农业实现的经济增长。你现在可以以非常低的投入获得巨大的产出。一项世界银行的研究发现，在一个典型的发展中社会，手机增长10%可以创造出人均ＧＤＰ接近1%的年增长率。为了更直观地说明这一点，对印度来说，这一增长率可以被转换为每年增加约100亿美元。

连接全球信息系统就象现代化的一个坡道。在这些技术出现的最初的岁月里，许多人认为他们将把世界划分为有产者和无产者。这没有发生。今天使用中的手机有40亿台—许多是小供应商，三轮车夫和其他从传统眼光来看不能获得教育和机会的人。信息系统已经成为了一个伟大的水平仪，我们可以用它来使人们脱贫。

免于恐惧的自由

我们有很多理由充满希望，利用通讯网络和互联技术人们可以获得怎样的成就。但是总有人会利用全球信息系统而行不义。暴力的极端分子、犯罪联盟、性侵犯者和威权政府都想利用全球网络。正如恐怖分子利用我们社会的开放性执行他们的阴谋，暴力的极端分子利用互联网来推行激进和恐吓。当我们努力推进这些自由时，我们必须和那些以通讯网络为破坏和恐惧工具的行为作斗争。

政府和公民必须充满信心，保障国家安全和经济繁荣的核心系统是安全的，适应力很强。这些系统比那些攻击网页的小黑客们要强大。

如果我们不能信赖信息系统的安全性，我们在电子商务中采用网上银行，和守护价值几百亿美金的知识产权的能力就危在旦夕了。

针对这些系统的干扰要求政府、私人机构、和国际社会的协同应对。当骇客罪犯和组织一起攻击系统想获得盈利时，当儿童色情和的非法贩卖女人/女孩的社会顽疾转移到网上时，我们需要更多的工具来帮助执法部门与司法部门合作。我们对欧盟的《网络犯罪条约》而鼓掌。这能协助追讨这些违法行为而进行国际合作。

作为政府我们已经采取了行动，有专门的部门来加强全球网络安全所需外交解决方案。超过半打的不同机构已经在这一问题上协同工作，两年前我们设立了一个办公室来协调虚拟世界中的外交政策。我们已经向联合国和多边论坛提出了这一议题，将网络安全设进世界的日程中。奥巴马总统也任命了一位新的全球网络空间政策协调人，他将帮助我们更紧密的工作确保我们的网络自由、安全和可靠。

政权、恐怖分子和那些作为它们代理的人必须知道，美国会保护我们的网络。那些想在我们的社会和其他社会中干扰信息自由流动的人是对我们的经济、政府和公民社会的威胁。参与了网络攻击的国家和个人将承担后果和国际社会的谴责。在一个相互关联的实践中，对一个国家的网络进行攻击就是在攻击所有。为了强调这一点，我们会在国家中创造行为规范，鼓励尊重全球互联的共识。

互联的自由

我今天想讲的最后一个自由是从前面我已经提及的4个中引申而来：互联的自由—政府不应该阻止人们连接到互联网、网站或彼此相连。互联的自由就是网络空间的集会自由。它让每个人都可以上线、相会、有希望在进步之中合作。一旦你上了网，你不必成为一个大亨或摇滚明星就可以对社会产生巨大的影响。

一位13岁的男孩引爆了针对孟买恐怖袭击的最大规模的公众反响。他用社交网络来组织献血和捐献宗教性的慰藉书籍。在柬埔寨，一位失业的工程师将全球190个城市超过1,200万人聚集在一起抗议哥伦比亚革命武装力量（FARC）的恐怖运动。这一抗议是有史以来最大规模的反恐怖主义示威。接下来的数个星期中，FARC在其军事行动的十年里出现了最多的逃跑和离队情况。在墨西哥，一位受够了和贩毒关联的暴力行为的匿名的公民发出的一封电子邮件滚雪球似地成为了横扫这个国家32个州的大型示威。互联网可以帮助人性对抗暴力和极端主义。

在伊朗、摩尔多瓦和许多其他国家，在线进行组织都是推进民主，让公民有能力抗议可疑的选举结果的重要工具。即使是在美国这样有着成熟的民主体系的国家，我们也看到了这些工具改变历史的力量。你们当中应该还有人记得2008年的总统选举……（笑）

保障接入这些科技手段的自由能够改变社会，对每个人来说也至关重要。我最近听说了一位医生近乎绝望想要为他的女儿诊断罕见的疾病的故事。在咨询了24名专家之后，他还是没有获得答案。他最终得到了诊断——和治愈良方——用的是互联网搜索引擎。这也是为什么自由接入搜索引擎的技术如此重要的原因之一。

将原则应用于政策

今天我已经提出的这些原则将指导我们应对互联网自由问题和使用新技术的策略。我还想讲一讲我们如何把它们应用在实践中。美国已经承诺提供民主的、经济的和科技的资源来推动这些自由。我们是一个由来自于世界各个国家和分散在全球利益的移民组成的国家。我们的外交政策要有这样的理念作为前提，当人们和国家之间的合作增加时，不会有哪个国家比我们受益更多。在冲突分隔了各国时，也不会有哪个国家肩负着比我们更重的使命。

重新编制我们的政策和优先级并不容易。为新技术而做调整从来都不容易。当电报被发明的时候，在外交圈里它引起了焦虑，因为每天都要接到华盛顿的指示，这种前景看起来不大受欢迎。而就象我们的外交官们最终掌握了电报技术，我有很强的信心世界也能从这些信息技术中挖掘到潜力。

To the young people, like 13-year-old Ann Riddle from Mayfield, Ohio, who had been saving for two years to go to Disney World, and decided to use her savings instead to travel to Pennsylvania with her mom and volunteer there as well.To the veterans and the childhood friends, to New Yorkers and Arkansans who traveled acro the country, telling anyone who would listen why you supported me.

To all those women in their 80s and their 90s, born before women could vote, who cast their votes for our campaign.I\'ve told you before about Florence Steen of South Dakota, who was 88 years old, and insisted that her daughter bring an absentee ballot to her hospice bedside.Her daughter and a friend put an American flag behind her bed and helped her fill out the ballot.She paed away soon after, and under state law, her ballot didn\'t count.But her daughter later told a reporter, \"My dad\'s an ornery old cowboy, and he didn\'t like it when he heard mom\'s vote wouldn\'t be counted.I don\'t think he had voted in 20 years.But he voted in place of my mom.\"。”

To all those who voted for me, and to whom I pledged my utmost, my commitment to you and to the progre we seek, is unyielding.You have inspired and touched me with the stories of the joys and sorrows that make up the fabric of our lives, and you have humbled me with your commitment to our country.

Eighteen million of you from all walks of life--women and men, young and old, Latino and Asian, African-American and Caucasian, rich, poor and middle-cla, gay and straight--you have stood strong with me.And I will continue to stand strong with you, every time, every place and every way that I can.The dreams we share are worth fighting for.

Remember--we fought for the single mom with a young daughter, juggling work and school, who told me, \"I\'m doing it all to better myself for her.\" We fought for the woman who grabbed my hand, and asked me, \"What are you going to do to make sure I have health care?\" and began to cry, because even though she works three jobs, she can\'t afford insurance.

We fought for the young man in the Marine Corps T-shirt who waited months for medical care and said, \"Take care of my buddies over there--and then, will you please help take care of me?\" We fought for all those who\'ve lost jobs and health care, who can\'t afford gas or groceries or college, who have felt invisible to their president these last seven years.

I entered this race because I have an old-fashioned conviction: that public service is about helping people solve their problems and live their dreams.I\'ve had every opportunity and bleing in my own life--and I want the same for all Americans.Until that day comes, you will always find me on the front lines of democracy--fighting for the future.The way to continue our fight now--to accomplish the goals for which we stand--is to take our energy, our paion, our strength and do all we can to help elect Barack Obama the next president of the United States.

Today, as I suspend my campaign, I congratulate him on the victory he has won and the extraordinary race he has run.I endorse him, and throw my full support behind him.And I ask all of you to join me in working as hard for Barack Obama as you have for me.

I have served in the Senate with him for four years.I have been in this campaign with him for 16 months.I have stood on the stage and gone toe-to-toe with him in 22 debates.I have had a front row seat to his candidacy, and I have seen his strength and determination, his grace and his grit.

In his own life, Barack Obama has lived the American Dream.As a community organizer, in the state senate, as a United States senator--he has dedicated himself to ensuring the dream is realized.And in this campaign, he has inspired so many to become involved in the democratic proce and invested in our common future. We may have started on separate journeys--but today, our paths have merged.And we are all heading toward the same destination, united and more ready than ever to win in November and to turn our country around, because so much is at stake. We all want an economy that sustains the American Dream, the opportunity to work hard and have that work rewarded; to save for college, a home, and retirement; to afford that gas and those groceries and still have a little left over at the end of the month.An economy that lifts all of our people and ensures that our prosperity is broadly distributed and shared.

We all want a health care system that is universal, high-quality and affordable, so that parents no longer have to choose between care for themselves or their children or be stuck in dead-end jobs simply to keep their insurance.This isn\'t just an iue for me, it is a paion and a cause, and it is a fight I will continue until every single American is insured--no exceptions, no excuses。

We all want an America defined by deep and meaningful equality--from civil rights to labor rights, from women\'s rights to gay rights, from ending discrimination to promoting unionization to providing help for the most important job there is: caring for our families. 。

We all want to restore America\'s standing in the world, to end the war in Iraq and once again lead by the power of our values, and to join with our allies to confront our shared challenges, from poverty and genocide to terrorism and global warming.

You know, I\'ve been involved in politics and public life in one way or another for four decades.During those 40 years, our country has voted 10 times for president.Democrats won only three of those times.And the man who won two of those elections is with us today.

We made tremendous progre during the 90s under a Democratic president, with a flourishing economy, and our leadership for peace and security respected around the world.Just think how much more progre we could have made over the past 40 years if we had a Democratic president.Think about the lost opportunities of these past seven years--on the environment and the economy, on health care and civil rights, on education, foreign policy and the Supreme Court.Imagine how far we could\'ve come, how much we could\'ve achieved, if we had just had a Democrat in the White House.

We cannot let this moment slip away.We have come too far and accomplished too much.

Now, the journey ahead will not be easy.Some will say we can\'t do it.That it\'s too hard.That we\'re just not up to the task.But for as long as America has existed, it has been the American way to reject \"can\'t-do\" claims, and to choose instead to stretch the boundaries of the poible through hard work, determination and a pioneering spirit.

It is this belief, this optimism, that Senator Obama and I share, and that has inspired so many millions of our supporters to make their voices heard. So today, I am standing with Senator Obama to say: Yes we can.

Together, we will work.We\'ll have to work hard to get universal health care.But on the day we live in an America where no child, no man and no woman is without health insurance, we will live in a stronger America.That\'s why we need to help elect Barack Obama our president.

3)I want to start today by saying how grateful I am to all of you--to everyone who poured your hearts and your hopes into this campaign, who drove for miles and lined the streets waving homemade signs, who scrimped and saved to raise money, who knocked on doors and made calls, who talked and sometimes argued with your friends and neighbors, who e-mailed and contributed online, who invested so much in our common enterprise.To the moms and dads who came to our events, who lifted their little girls and little boys on their shoulders and whispered in their ears, \"See, you can be anything you want to be.\"

4)To the young people, like 13-year-old Ann Riddle from Mayfield, Ohio, who had been saving for two years to go to Disney World, and decided to use her savings instead to travel to Pennsylvania with her mom and volunteer there as well.To the veterans and the childhood friends, to New Yorkers and Arkansans who traveled acro the country, telling anyone who would listen why you supported me.

5)To all those women in their 80s and their 90s, born before women could vote, who cast their votes for our campaign.I\'ve told you before about Florence Steen of South Dakota, who was 88 years old, and insisted that her daughter bring an absentee ballot to her hospice bedside.Her daughter and a friend put an American flag behind her bed and helped her fill out the ballot.She paed away soon after, and under state law, her ballot didn\'t count.But her daughter later told a reporter, \"My dad\'s an ornery old cowboy, and he didn\'t like it when he heard mom\'s vote wouldn\'t be counted.I don\'t think he had voted in 20 years.But he voted in place of my mom.\"

6)To all those who voted for me, and to whom I pledged my utmost, my commitment to you and to the progre we seek, is unyielding.You have inspired and touched me with the stories of the joys and sorrows that make up the fabric of our lives, and you have humbled me with your commitment to our country.

7)Eighteen million of you from all walks of life--women and men, young and old, Latino and Asian, African-American and Caucasian, rich, poor and middle-cla, gay and straight--you have stood strong with me.And I will continue to stand strong with you, every time, every place and every way that I can.The dreams we share are worth fighting for.

8)Remember--we fought for the single mom with a young daughter, juggling work and school, who told me, \"I\'m doing it all to better myself for her.\" We fought for the woman who grabbed my hand, and asked me, \"What are you going to do to make sure I have health care?\" and began to cry, because even though she works three jobs, she can\'t afford insurance.

9)We fought for the young man in the Marine Corps T-shirt who waited months for medical care and said, \"Take care of my buddies over there--and then, will you please help take care of me?\"

We fought for all those who\'ve lost jobs and health care, who can\'t afford gas or groceries or college, who have felt invisible to their president these last seven years.

10) I entered this race because I have an old-fashioned conviction: that public service is about helping people solve their problems and live their dreams.I\'ve had every opportunity and bleing in my own life--and I want the same for all Americans.Until that day comes, you will always find me on the front lines of democracy--fighting for the future.

The way to continue our fight now--to accomplish the goals for which we stand--is to take our energy, our paion, our strength and do all we can to help elect Barack Obama the next president of the United States.

11)Today, as I suspend my campaign, I congratulate him on the victory he has won and the extraordinary race he has run.I endorse him, and throw my full support behind him.And I ask all of you to join me in working as hard for Barack Obama as you have for me.

31)This election is a turning-point election, and it is critical that we all understand what our choice really is.Will we go forward together, or will we stall and slip backward? Think how much progre we have already made.When we first started, people everywhere asked the same questions:

32)Could a woman really serve as commander-in-chief? Well, I think we answered that one.

33)And could an African-American really be our president? Senator Obama has answered that one.

34)Together, Senator Obama and I achieved milestones eential to our progre as a nation, part of our perpetual duty to form a more perfect union.

35)Now, on a personal note--when I was asked what it means to be a woman running for president, I always gave the same answer: that I was proud to be running as a woman, but I was running because I thought I\'d be the best president.But I am a woman, and like millions of women, I know there are still barriers and biases out there, often unconscious.

36)I want to build an America that respects and embraces the potential of every last one of us.

37)I ran as a daughter who benefited from opportunities my mother never dreamed of.I ran as a mother who worries about my daughter\'s future and a mother who wants to lead all children to brighter tomorrows.To build that future I see, we must make sure that women and men alike understand the struggles of their grandmothers and mothers, and that women enjoy equal opportunities, equal pay and equal respect.Let us resolve and work toward achieving some very simple propositions: There are no acceptable limits and there are no acceptable prejudices in the 21st century.

38)You can be so proud that, from now on, it will be unremarkable for a woman to win primary-state victories, unremarkable to have a woman in a close race to be our nominee, unremarkable to think that a woman can be the president of the United States.And that is truly remarkable.

39)To those who are disappointed that we couldn\'t go all the way--especially the young people who put so much into this campaign--it would break my heart if, in falling short of my goal, I in

any way discouraged any of you from pursuing yours.Always aim high, work hard and care deeply about what you believe in.When you stumble, keep faith.When you\'re knocked down, get right back up.And never listen to anyone who says you can\'t or shouldn\'t go on.

40)As we gather here today in this historic, magnificent building, the 50th woman to leave this Earth is orbiting overhead.If we can blast 50 women into space, we will someday launch a woman into the White House.

41)Although we weren\'t able to shatter that highest, hardest gla ceiling this time, thanks to you, it\'s got about 18 million cracks in it.And the light is shining through like never before, filling us all with the hope and the sure knowledge that the path will be a little easier next time.That has always been the history of progre in America.

42)Think of the suffragists who gathered at Seneca Falls in 1848 and those who kept fighting until women could cast their votes.Think of the abolitionists who struggled and died to see the end of slavery.Think of the civil-rights heroes and foot soldiers who marched, protested and risked their lives to bring about the end to segregation and Jim Crow.

43)Because of them, I grew up taking for granted that women could vote.Because of them, my daughter grew up taking for granted that children of all colors could go to school together.Because of them, Barack Obama and I could wage a hard-fought campaign for the Democratic nomination.Because of them, and because of you, children today will grow up taking for granted that an African American or a woman can, yes, become president of the United States.

44)When that day arrives, and a woman takes the oath of office as our president, we will all stand taller, proud of the values of our nation, proud that every little girl can dream and that her dreams can come true in America.And all of you will know that because of your paion and hard work, you helped pave the way for that day.

45)So I want to say to my supporters, when you hear people saying or think to yourself--\"if only\" or \"what if,\" I say, \"please don\'t go there.\" Every moment wasted looking back keeps us from moving forward.

46)Life is too short, time is too precious and the stakes are too high to dwell on what might have been.We have to work together for what still can be.And that is why I will work my heart out to make sure that Senator Obama is our next president, and I hope and pray that all of you will join me in that effort.

47)To my supporters and colleagues in Congre, to the governors and mayors, elected officials who stood with me, in good times and in bad, thank you for your strength and leadership.To my friends in our labor unions who stood strong every step of the way--I thank you and pledge my support to you.To my friends, from every stage of my life--your love and ongoing commitments sustain me every single day.

48)To my family--especially Bill and Chelsea and my mother--you mean the world to me, and I thank you for all you have done.And to my extraordinary staff, volunteers and supporters, thank you for working those long, hard hours.Thank you for dropping everything--leaving work or school, traveling to places you\'d never been, sometimes for months on end.And thanks to your families as well, because your sacrifice was theirs too.

51)And looking out at you today, I have never felt so bleed.The challenges that I have faced in this campaign are nothing compared to those that millions of Americans face every day in their own lives.So today, I\'m going to count my bleings and keep on going.I\'m going to keep doing what I was doing long before the cameras ever showed up, and what I\'ll be doing long after they\'re gone: Working to give every American the same opportunities I had, and working to ensure that every child has the chance to grow up and achieve his or her God-given potential.

You know, you know, we started this great effort on a sunny July morning in Pinders Corner on pat and Liz Monahan\'s beautiful farm and 62 counties, 16 months, 3 debates, 2 opponents, and 6 black pantsuits later, because of you, here we are.

You came out and said that iues and ideals matter.Jobs matter, downstate and upstate.Health care matters, education matters, the environment matters, Social Security matters, a woman\'s right to choose matters.It all matters and I just want to say from the bottom of my heart, thank you, New York！

Thank you for opening up your minds and your hearts, for seeing the poibility of what we could do together for our children and for our future here in this state and in our nation.I am profoundly grateful to all of you for giving me the chance to serve you.

I will—I will do everything I can to be worthy of your faith and trust and to honor the powerful example of Senator Daniel Patrick Moynihan.I would like all of you and the countle new Yorkers and Americans watching to join me in honoring him for his incredible half century of service to New York and our nation.Senator Moynihan, on behalf of New York and America, thank you.I promise you tonight that I will reach acro party lines to bring progre for all of New York\'s families.Today we voted as democrats and republicans.Tomorrow we begin again as New Yorkers.
