编者按：2011年，我报进行了重大改版工作，以传颂中华传统文化，塑造幸福美满家庭为办报宗旨，提倡孝亲尊师，注重子女教育。

改版一年来，读者反映良好，取得了取步成功，成为在传统文化界和普通读者中颇具影响力的一张报纸，也引起了省内外媒体的广泛关注并重点给予了多方面的报道。

下面这篇报道是《燕赵都市报》2012年2月1日第10版刊发的，内容真实客观很有深意。

在传统道德的沃土中耕耘

近年来，伴随着我国经济飞速发展，诸多社会问题随之出现，而许多社会问题的根源都在家庭。社会问题来自问题人士、问题人士出自问题孩子，问题孩子来自问题家庭。

记者曾到河北一所监狱采访，监狱的警官介绍，服刑的犯人绝大多数来自离异或问题家庭。一则统计数据显示，目前我国平均每天有5000多个家庭解体。中国离婚率已连续7年递增。

“传统伦理道德教育缺失了很多年，比如为人父母，不是有生育能力、有养育能力的人就有教育能力，而教育能力，身教重于言传。现在的年轻人，包括我们这一代中年人，甚至上一辈的老年人，对如何为人父母，怎样给孩子做榜样都很茫然，习惯把溺爱当成爱。我们这么多年仅仅注重了财富，而贫乏了心灵，伦常的教育没有了。父慈子孝、君仁臣忠、夫义妇德、兄友弟恭、朋友有信，这是伦常之道，是自自然然的人与人之间的关系，也是每个人的行为规范。人无伦外之人，这是每个人获得幸福、家庭和谐、社会和谐的核心，这样的教育如果没有了，那么在家庭里面、甚至在社会上，就会如古圣先贤说的那样‘伦常乖舛，必有灾殃’，许多家庭里、社会上的恶性事件的根源都是如此。”家庭百科报总编辑王泽禄如是说。

B、被报纸改变的家庭

王泽禄说，我们每一个人，每一颗心都是这个世界的原点，我们把自己做好了，自然能影响社会。做一份让大家明理的新闻周刊，采编人员首先要提高自己的道德修养。一年间，他们不间断地学习传统经典《弟子规》、《孝经》等，每周请传统文化的老师来给全体员工上课，经常派编辑记者到全国各个传统文化讲坛学习。一年的时间过去了，许多编辑记者发生了变化。

总编助理张彦广向记者介绍，学习传统文化前，有一些同事不认同，认为这是复古，认为伦理道德教育与我没有关系。但通过请有德行的老师给我们上课，许多人发现，自身及与自己家庭的种种烦恼也与缺失了传统伦理教育有关。我们在家不会当儿子，让父母不安；不会当丈夫(妻子)，矛盾不断；不会当编辑记者，没能把干净的、有益人心的文章或图片奉献给读者„„。在我们的员工教育中，最根本的就是孝道教育，孝道是一切德行的基础，孝心一开，百善皆开。

年轻的发行部员工小张说，很庆幸，我们的报社就像一所教我们如何做人的学校，在这里，我们每天都在提升着自己，关于孝道的教育、伦理的教育，过去学校里没有系统教过，父母只知道为我们好，提供给我们经济保障，但最根本的教育却没有。

读者与报纸一起成长着，许多家庭因每周一期的报纸而改变。秦皇岛昌黎县一位女读者来信说，过去我与婆婆关系很不好，通过每周阅读家庭百科报，我知道我错了，我对不起婆婆，也对不起丈夫，也没有给孩子做好榜样，给孩子心灵的白纸上涂抹了恶的颜色，我也对不起孩子！我给婆婆道歉，我现在每天给婆婆梳头、洗脚，与丈夫的关系也和睦了，孩子也听我的话了，一家人其乐融融，真该感谢家庭百科报，一张报纸真是一位重要的老师啊！

C、媒体人必须承担社会责任

一份报纸，就是一个巨大的公益平台，最大的慈善手段不是物质的资助，而是优秀精神、文化的传播。有了这样的自信，家庭百科报这一份看似回归传统的报纸，恰恰走在了时代的前沿。

山东电视台《天下父母》栏目负责人吕明晰说，“媒体人必须承担社会责任。现在许多社会乱象和媒体人不负责任片面追求轰动效应、谋求短期利益有关。家庭百科报的这个路子非常好，我们很欣慰地看到有更多的同行走弘扬孝道、弘扬中华优秀传统文化的路子，这是一条人间正道。”

全国政协委员、中华孔子学会副会长、叶剑英元帅的女儿一直关注着家庭百科报的成长，她说，全国各地出现传统文化学习热，是因为时下一些国民过多地接收西方享乐主义、拜金主义人生观，缺乏社会责任感、历史使命感，道德伦理缺失，心灵出现了干渴，亟需中华传统文化的滋养。中华文明之所以生生不息，越发显示出生命力，是因为古人用优秀的传统文化教育后代。中华民族文化的基因才是我们真正传承下来的民族精神的基因，所以我们要传承下去。改版的家庭百科报正是响应党中央的号召和适应时代需要，这样的办报方向“让百姓高兴，令政府欢喜。”

D、报纸成为祝福的礼品

这张报纸受到了全国传统文化爱好者和读者的喜爱，10个月的时间里，固定发行量上升了一万份，特别是关于《女大学生守护贞洁》、《感恩父母》等几期特刊的发行都达到了10万份以上，许多公益人士争相订阅，将它作为教育读本在企业、学校广为散发。许多读者成为这家报纸的志愿者，常年开展的扶贫捐助、报社不断举行的家庭话题研讨会、论坛，都由热心读者们鼎力支持。在几位企业家读者的建议下，家庭百科报率先与邮局联系，推出了订报卡，这张卡在河北通用，成为赠送亲友的礼品。读者建议报社开展了“订报传大爱”活动，每个读者又成了志愿的发行员，在亲友中推广这份报纸。

石家庄一家幼儿园为700个孩子的家长每家订阅了一份家庭百科报，石家庄阳光水岸的读者刘先生为整个小区400户邻居每家增订一份报纸，沧州的神农居医院为全体员工订阅了300份报纸，普兰迪公司作为福利为全国三百多个经销商订报，鹿泉几位老师义务推广报纸，发行了800份。一家热力公司与报社联系，表示愿意为所有的供暖户赠送一份家庭百科报，“我们要传递热，也要传递爱，多一个读者订阅家庭百科报，可能就多一个和谐的家庭。”

总编助理张彦广介绍，2012年订阅并未停止，一家企业订几十份几百份的情况还时有发生。“去年一年我们是撒种子，所谓读者认同、读者参与、读者成就、读者分享。”

司法部原党组书记、部长高昌礼等一批老领导非常喜欢、呵护这张报纸，成为报纸的义务宣传、推广员，高昌礼老部长欣然担任家庭百科报的总顾问。高昌礼老部长曾在山东省委、最高人民法院、司法部担任主要领导多年，他对记者深有感触地说，“为什么法律越来越健全，社会问题却越来越多？我在反思，仅靠法律解决不了根本问题，社会治理的另一个核心工作就是道德建设问题。媒体的教育非常重要，媒体倡导什么，社会上就有什么风气，我非常看好河北的家庭百科报，希望它能风行全国。”

多年来，我们全家在小关庙桥社区居委的直接领导和关心下，家庭和睦，尊老爱幼，互相关心，互相爱护，勤俭治家，衣食无忧，全家十分幸福，并在环境保护，节能节水等方面都做得较好，其主要事迹有如下四个方面：

一．尊老爱幼，全家和谐幸福。

勤俭节约是中国人的美德。现在生活水平提高了，我们还是要求全家人不要丢掉这一传统美德，经常教育子女\"粒米需爱惜，寸草莫乱抛”，一粥一饭当思来之不易。因此，我们做到三能三不：一是能吃的不轻易倒掉，剩粥剩饭只要不变质，进行加工后再吃；二是能穿的不随便扔掉，全家人的衣服，有许多半新半旧的，我们经常整理，送给乡下生活较困难的人穿。儿媳王华把小孩的衣服整理出来，有的虽然还新的，但嫌小不能穿，就送给同事同学的小孩，使他们省得再花钱买；三是能用的不任意甩掉，我们家虽然有汽车、摩托车，但对旧自行车还是把它修修好，作为代步和健身工具。对家里的家具、用具能用的都坚持使用不随便更新。我们家的这些做法好象和当前用高消费、启动市场的社会潮流不相符合，但是正常消费与浪费是完全不同的概念，该消费的不吝惜，不该花的能做到不乱花。三．节能节水，注重环保。

由于这几年来，我们在节水节电、环保等方面取得了一些成绩，上级给了我们一定的荣誉，我家被评为市“绿色家庭”、“节水家庭”，靖江报还作了专版报道。

节约用电，节约用水是我们家多年来形成的生活习惯，能源水资源都是国家的重要资源，无辜浪费是非常可惜的。能用节能灯不用白炽灯，能用小功率的不用大功率的，全家老小都有随手关灯的习惯。

在用水方面，坚持做到一水多用，如淘米水洗菜，既节水又能消除蔬菜残留农药，是一举多得的好事。洗菜水再浇花，能解决花盆用水又解决了种花肥料，免得用化肥，做到绿色环保，也是一举多得的好事。洗衣服的水，先拖地，再冲坐便器，我家卫生间固定一只塑料桶，灶间里固定一只塑料桶，洗衣机旁放了七八个桶，随时都可以注水。我孙子叫袁天，他洗澡后把浴缸里的水也舀起来冲坐便器。可以说，节约用水已成了全家人的生活习惯。我家每月的用水量只有其他家庭的三分之一。这不是交不起水费，而确实是为了节约资源。

在环境保护上，我们不但自身坚持做，而且还和破坏环保的行为作斗争。我家每天的垃圾袋都要送到垃圾箱，从不乱扔，对别人的乱扔垃圾我们做到及时制止。我家隔壁房屋出租给一房客居住，他们每天都把垃圾袋扔到城河里。扫地时，随手把垃圾倒在河里。有一次他们夜间把六个垃圾袋扔在河里，我第二天早上指责批评他，他还不承认，我指给他往河里看，他不得不认错。小商品市场有人把垃圾往河里倒，只要我看到，都向他们讲爱护环境的道理。四．注重学习，提高全家人的整体素质。

提高家庭成员的素质是创建文明家庭的基础，我们在学习上，除了每天看靖江报，每天看国内外新闻外，还有计划有目的的学习政治、历史、文化艺术、医疗保健等方面的知识，学习有关政策、法规，学习技术业务知识等。目前，儿子和媳妇正在学习明朝历史及中国四大名著；孙子在学习好功课的基础上，学习书法和二胡；张美华学习医疗保健，主要以大众医药杂志为内容；我退休后，除学习政治方面的内容外，还学习书法、国画和二胡、口琴等，现在二胡和口琴能单独演奏，国画和书法已取得较好成绩，在全国书画大赛中已得六项金奖，九项银奖及多个铜奖和

家庭v网业务介绍

一、业务描述

家庭v网短号业务在家庭计划、融合产品等现有家庭产品体系框架内，新开发短号功能。包括支持：语音、短信、彩信等方式的短号互拨；资费、账单等用户层面体验保持不变。

“家庭V网短号业务”（简称“家庭V网”）是指由安徽移动签约客户（包括：全球通、动感地带和神州行签约客户，不包含神州行非签约客户。暂不支持：家庭手机、INT V网、铁通宽带客户办理）提出申请，与另外1-5个签约号码通过办理家庭计划的方式组成的群，即“家庭V网”。

提出申请的客户为家庭V网的主角用户，后加入的客户为家庭V网的副角用户，主角和副角可在群内成员间进行变更。家庭V网群内成员之间可以通过短号或长号进行语音通话或短信，并可享受群内资费优惠或通话时长的赠送。

家庭V网的主角为群内所有成员统一支付家庭计划月功能费，即可享受家庭V网短号功能。（在主角账户直接扣除月功能费）

家庭V网成员之间允许使用家庭网短号互拨，家庭V网短号为3位，家庭V网短号号段与集团客户短号号段互斥。举例来说，家庭网短号号段为5××，短号集群网号段为6×××××。

二、业务定位

（一）主要面向消费力较强、有为其他家庭成员统付话费需求、有较多家庭内部通话需求的客户进行推广，有利于深度捆绑客户、提高话务量。家庭网业务覆盖移动各品牌（不包含神州行非签约客户）。

（二）该业务可以培养和巩固客户在本地、尤其是家中使用手机进行家庭成员间通话的消费习惯，分流固话话务量。

（三）该业务可以方便家庭成员间通话沟通，使用户享受更优惠的家庭内通话资费。

三、业务功能

（一）家庭网成员之间采用短号方式进行通话和短信

（二）可以享受本地或省内群内包月优惠。

1、家庭v网语音话单予以特殊标识；BOSS支持本地通话、省内漫游通话的“月功能费（含：XX分钟本地通话、XX分钟省内漫游主叫、XX分钟省内漫游被叫）+超出部分“本地通话XX 元/分钟、省内漫游主叫XX 元/分钟、省内漫游被叫XX 元/分钟”的套餐配置。

2、家庭v网短信话单予以特殊标识；BOSS支持“月功能费（含XX条家庭v网短信）+超出部分X元/条”的套餐配置；未订购家庭v网包月套餐的用户，按普通点对点短信处理。

（三）家庭V网的短号为3位，家庭网短号码的编号规则为5XX－5YY，可以由系统按家庭成员加入次序顺序分配，即：主号为52X，第一个副号为52Y，依次类推，为每一个新增成员分配最小的可用短号资源，也可以在副号码开户时指定短号。

（四）成员短号定义

1、过渡方案：系统自动分配。

2、目标方案（待电子渠道完成支撑改造后明确）：提示号码区间、用户自行选择短号。

四、业务受理

（一）业务受理渠道：沟通100服营厅、短信自助渠道、网站

（二）业务受理流程：

1、在营业厅可办理以下业务：

业务开通：对已办理过家庭计划的客户，可由主角携带身份证件申请开通家庭计划群内成员的家庭短号V网；对新办理家庭计划的客户，一律向客户告知并开通家庭短号V网。

业务取消：对已开通家庭V网的客户如需取消，由主角携带身份证件为群办理取消家庭短号V网功能，副角不可单独为自己取消家庭短号V网功能（可以凭身份证件退出家庭计划）。如家庭计划群解散，则家庭短号V网的功能自动取消。

成员添加：为已存在的家庭计划添加成员，须携带主角和新成员的身份证件，如该家庭计划的已具备家庭短号V网功能，则新成员加入后可立即使用家庭短号V网功能，反之亦然。

成员退出：副角不可单独为自己取消家庭短号V网功能，但可以凭身份证件，通过退出家庭计划的方式退出家庭V网。

家庭计划资费的变更不影响家庭短号V网的功能的使用。查询业务：主角或副角可凭身份证件查询群内成员，以及群内共享资源的使用情况。

主角变更：主角和副角可凭双方身份证件进行主副角的变更（短号保持不变），主角不可直接变更为未加入家庭计划的其他客户。主副角的变更不影响家庭V网短号功能的使用。

业务暂停：当主号状态为欠费停机时，则自动解除与副号的全额代付关系，并短信通知副号，成员间不可使用家庭网短号，长号拨打不再享受家庭网优惠。

业务恢复：主号缴清欠费后，自动恢复全额代付关系以及呼叫优惠。副号为欠费停机或主动停机时，不影响家庭短号网其它成员的状态和使用。

2、电子渠道开发中。

（三）业务规则：

1、家庭客户号码必须归属同一业务区，才能组建一个家庭短号V网，一个客户只能归属于一个家庭V网。

2、同一家庭网内短号码不能重复，不同家庭网的短号码可以重复使用。

3、主副号可同时加入短号集团V网和短号家庭V网，其中家庭V网优先级高于集团V网。

4、家庭V网赠送通话时长优先于成员自有套餐赠送通话时长的使用。

5、家庭成员状态：主角号码欠费停机时，家庭V网内其他成员不可使用短号功能，拨打长号也不可享受家庭网通话优惠。副角号码欠费停机时，不影响家庭V网内其他成员享受家庭网通话优惠。

6、、非漫游状态的家庭V网成员之间通话，无论采用短号或长号方式进行通话，均可以享受本地或省内群内包月优惠。

五、支撑系统进展状态

与集团v网类似，基于短号的语音、短信、彩信功能，不可拆分。

（一）语音短号功能

5月13日-6月2日：功能开通即时生效（家庭计划存量客户功能开通次日生效，存量客户的短号功能5.17日后正式商用） 6月3日：全量客户功能开通即时生效（时延5分钟内）
