the Safety Point of View

中国石油天然气集团公司（中国石油）是世界领先的综合性国际能源公司，业务涵盖石油和天然气的上游和下游业务，油田服务，工程及建筑，石油物资装备制造和供应，资金管理，财务和保险服务，以及新能源业务。

China National Petroleum Corporation (CNPC) is a world-leading integrated international energy company with busine covering oil and gas upstream and downstream operations, oilfield services, engineering and construction, petroleum material and equipment manufacturing and supply, capital management, finance and insurance services, and new energy operations.目前，国外关于石油进口与石油安全的关系，存在两种说法。其一是：当一国石油进口量占国内消费量的30％时就会产生安全问题；

其二是：当一国的石油进口量超过5000万吨时，国际石油市场的行情变化就会影响到该国的国民经济运行，而当一国的石油进口量超过8000万吨以后，就必须运用外交、经济、军事手段来保证石油供应的安全。

At present, there are two arguments in foreign countries between oil imports and oil security, One is: the security iue will be generated when a country\'s oil imports accounted for 30% of domestic consumption; the second is: when a country’s oil imports have reached more than 50 million tons, the international oil market will affect its national economy, and when a country’s oilimports have reached more than 80 million tons, we must use diplomatic, economic, and military means to guarantee the security of oil supply.然而，就目前情况来讲，我国的石油安全体系还很薄弱，还存在一些亟待解决的问题，主要有：

一） 我国石油公司国际化资本运营同跨国石油巨头相比，仍有较大差距；

二） 国际油价变化对我国国民经济发展产生直接影响；

三） 石油进口受到渠道单一的影响；

四） 缺乏石油战略储备体系的保障。

However, in terms of the current situation, China\'s oil security system is still weak, there are still some problems to be solved, they are: 1 Compares to the transnational oil giant, China Petroleum International Capital Management still has a long way to go; 2 Changes in international oil prices directly influences the development of our national economy;

3 Oil imports will be affected by the impact of the single channel; 4 Lack protection of strategic oil reserve system.

党的十六届三中全会再一次提出国有特大型企业集团要“继续实施走出去战略”，“增强参与国际合作和竞争的能力，增强开拓国际市场的能力”。国资委计划在今后几年内建成30～50个国际性企业集团，并将企业的资本运营能力作为经营业绩考核的一项重要指标。作为石油行业，其资本运营不同于股市、期货的金融资本运营，也不同于以买入卖出企业为目的的产业资本运营，而是利用资本市场通过对油气资源控制体的兼并、收购、重组等形式，提升企业规模实力，实现资本总量的扩张。它是服务于企业战略目标和发展规划的一种非生产经营手段，是以企业资本重组实现资本利益最大化的实业资本运营。

因此，面对国内石油资源需求的现状及国际石油巨头较强的资本运营能力，我公司必须加快跨国经营步伐，运用综合手段构筑中国石油安全新格局。

So, facing the status of domestic demand for oil and international oil giant strong capital operation capability, our company must accelerate the pace of cro-border operations, and use integrated tools to build a new pattern of Chinese oil security.1) 加快实施海外资本运营战略，利用国际资本市场，进行资本运营

与资本合作.

2) 实施“走出去”与“请进来”并举的战略，减少大国单边主义的影响；

3) 在实施走出去战略，参与国际石油资源竞争的同时，也要适度采取“请进来”的策略，与世界跨国石油企业合作；

4) 发展多元化的海外石油生产和供应体系，努力实现渠道多样化

5) 加快石油战略储备体系的建立；

6) 在积极开源的同时，重视节流及能源消费结构调整。

First, accelerate the implementation of foreign capital operation strategy, acce to international capital markets for capital, operating and capital cooperation；

Secondly, implement \"Going Out\" and \"Please come\" strategy simultaneouslyto reduce the impact of unilateral power；

3 Going out in the implementation of the strategy to compete in international oil resources, we should also appropriately adopted a \"please come\" strategy, and cooperate the world transnational oil companies ；

4 Develop a wide range of overseas oil production and supply system, make efforts to achieve diversity channels

5 Speed up the establishment of strategic oil reserve system；

6 When actively getting the income, we should also pay attention to reduce expenditure and adjust energy consumption.
